The Citizens
Citizens are the people living in Portland on whom the Cure didn't work (in the case of adults) or minors who haven't been cured yet. It is a very broad group as the people in it could have a wide range of views on the world, love, the DFA, etc.
The infected is a subgroup of the citizens. That's any of the people above that have caught the Deliria. If your character has become infected, tell a staff member so you can get the special custom title that marks you as infected.
