Crossing Over What is crossing over? Crossing over is going from Portland to the Wilds, or vice versa. There is very tough security, and it isn't an easy thing to do.
What's the security like? It's very, very tight. The government doesn't like to admit the Wilds have living human inhabitants, and they despise when their citizen cross over. Thus, there's a giant fence around the city, made of chain link with barbed wire on top. The citizens are told the whole thing is electrified, but really only sections of it are. It is incredibly obvious which parts are electrified, and which aren't. Immediately after a citizen flees Portland the first time and becomes an Invalid, the government tightens the security even more. The whole fence is electrified at these times, and there are often live guards posted. Entering the city is easier, though by no know easy.
Does the government ever pursue fleeing/fled citizens? Very rarely, if ever. They prefer to pretend the Wilds are deserted, and they tell their citizens it is. If they see citizens fleeing, they'll shoot at them through the fence, but usually won't give chase.
Can citizens travel to other cities? Other countries? Travel between cities is intensely regulated. Invalids in the Wilds have the easiest time traveling between cities. Citizens cannot legally leave the country. LAIKA OF THQ
